Rain catchment… legal in the islands….

Weirdly, one of the best ideas for gathering water – catching the rain that falls on your buildings & storing it – is illegal in Utah and Colorado, a couple of perennially dry states. Although the islands are mentioned in this Wall Street Journal article, it’s because we do allow it (and some of us even encourage it).
