What Birds Are These?

We received this photo from Ruth Offen, “Just saw this gathering of I think commerants or loons all floating together. First thought it was herring ball, but not. Picture’s a little fuzzy, but it looks like raft (flock) of Common Murres (not so uncommon in the San Juan’s during winter). They’re probably camped out on a bait ball of herring or smelt waiting for the next opportunity to feed. Definitely not cormorants or loons.
